A Rs 14-crore study will gather beneficiary feedback and assess delivery of five major state programmes
Cabinet clears evaluation initiative
The Karnataka Cabinet has approved Rs 14 crore for K-Monitor, a project intended to measure the performance and impact of government welfare schemes. The proposed assessment will look beyond the amount spent and examine whether assistance is reaching the people for whom it is intended.
Beneficiary feedback at the centre
The exercise is expected to identify around one lakh beneficiaries, with approximately 60,000 responses to be collected through randomised surveys and field research. The information is intended to show how people access the schemes and how the support affects them.
Five guarantee schemes to be assessed
K-Monitor will cover Gruha Lakshmi, Gruha Jyothi, Anna Bhagya, Shakti and Yuva Nidhi. These programmes provide, respectively, financial assistance to women heads of households, electricity benefits for eligible households, food-grain support, free state-bus travel for eligible women, and assistance for eligible graduates and diploma holders.
An efficiency index is planned
A proposed efficiency index will help assess how the schemes are being implemented. By examining programme performance, officials hope to identify administrative gaps and understand whether benefits are reaching the intended recipients.
Looking for weaknesses in delivery
The study is also expected to examine possible leakages and other weaknesses in the delivery system. Its findings could help the government identify where programme design or administration needs to be improved.
Evidence intended to guide future decisions
The state government says K-Monitor will strengthen accountability by focusing on outcomes as well as implementation figures. Feedback collected in the field could inform future decisions about welfare spending and the delivery of public assistance.
