The Ministry of Petroleum & Natural Gas (MoPNG) has announced that Biometric Aadhaar Authentication (BAA) will become compulsory for booking domestic LPG cylinders at the regulated Retail Selling Price (RSP) with applicable subsidy starting 1
1 October 2026
The move aims to ensure that subsidised LPG reaches only genuine and deserving households, prevent diversion of domestic cylinders for commercial or industrial use, eliminate duplicate and ineligible connections, and make subsidy delivery more transparent and targeted.

Progress so far (as on 19 September 2026): 27.43 crore active domestic LPG consumers (89.9%) have already completed BAA and need not do anything further
Consumers who have completed BAA can continue booking refills as usual
What Changes from 1 October 2026?
Consumers who have already completed Biometric Aadhaar Authentication do not need to repeat the process. Their subsidised refills will continue normally.
Those who have not completed BAA will be able to book refills at the regulated RSP with subsidy only after completing the authentication.
How to Complete Biometric Aadhaar Authentication
Consumers have multiple convenient options:
During refill delivery – The delivery person can complete authentication on the spot using the Oil Marketing Company (OMC) mobile application.
At the distributor’s showroom – Visit your LPG distributor and complete the process there.
From home via OMC mobile apps:
IndianOil ONE – for Indane customers
HelloBPCL – for Bharatgas customers
HP PAY – for HP Gas customers

What If You Do Not Complete BAA?
Consumers who are unwilling or unable to complete Biometric Aadhaar Authentication will not be denied LPG supply.They must register their choice through the OMC’s digital channels (consumer web portal, mobile app, WhatsApp chatbot, IVRS, or other available channels). These consumers will receive LPG at the applicable market price without any subsidy, in 5 kg or 10 kg cylinders (subject to local availability).
Why This Step?
Domestic LPG is sold below cost. The implicit subsidy was around ₹210 per 14.2 kg cylinder in September 2026 (it had reached ₹721 in June 2026).
The Government has provided significant compensation to Oil Marketing Companies (₹22,000 crore in FY 2022-23 and ₹30,000 crore each for FY 2025-26 and FY 2026-27). Even after this, accumulated under-recoveries exceeded ₹62,000 crore as of 31 August 2026. Targeting the subsidy only to genuine consumers is essential to sustain the scheme.
A nationwide outreach campaign has been running since October 2023, including SMS/WhatsApp messages, distributor follow-ups, special enrolment camps, IVRS reminders, and awareness drives.
